DescriptionAs the People Analytics & Governance Manager, you
will:Under the direction of the HRS People Strategy & Experience
Co-Deputy, you will direct the strategy and ensure the appropriate
and effective data governance of workforce analytics, engagement,
competency, performance management, and diversity, equity,
inclusion, & belonging (DEIB). The People Analytics & Governance
Manager collaborates with the HR Technology team, HRS leadership,
and ITS to determine how to develop the necessary systems and
dashboards to meet client needs. The People Analytics & Governance
Manager will partner with HRS leaders, business leaders, and other
workforce development professionals across the agency to align
efforts to build a sustainable workforce that meets the SFPUC's
current and future needs.We are looking for individuals who:
- Are experienced with behavioral research concepts/principles,
workforce analytics, and data-driven decision-making
- Think strategically and adeptly build relationships and support
to achieve organizational goals
- Cultivate a culture of innovation, inclusiveness, and
high-performanceEssential Functions:Essential duties and
responsibilities will include, but are not limited to:
- Direct and conduct difficult, sensitive, highly visible, and
complex analytical work to further advance the SFPUC's initiatives,
objectives, and strategies. This includes overseeing and conducting
complex research activities, establishing new data collection
methods, and providing data analysis and recommendations.
- Leverage new and existing technologies including people
analytics dashboards and visualizations such as Visier (People
Analytics), Quantum Workplace (Engagement Suite), Microsoft Office
Suite, SharePoint (including site development), Survey Monkey and
other survey tools, and Adobe Illustrator to inform business and
talent decisions.
- Serves as a subject matter expert and directs the framework for
tracking, reporting, and communicating workforce analytics, talent
metrics, strategy, goals, and progress, develop a talent strategy
aligned with long-term business strategy, anticipating, and
measuring capacity and capability gaps, and developing and
monitoring action plans to close gaps proactively by facilitating
workforce planning tools and processes.
- Develops and analyzes performance outcome measures to evaluate
progress and effectiveness of existing and new programs, policies,
procedures and communicate analysis, results, and recommendations
to develop and adjust workforce analytics strategy, the direction
of the SFPUC's talent management programs and initiatives,
Diversity, Equity, Inclusion and Belonging (DEIB), Employee
Engagement and data maturity.
- Collaborate with Human Resource Services (HRS), Information
Technology Services (ITS), Racial Equity Diversity and Inclusion
team and other managers to ensure diversity, equity, and inclusion
are embedded in people analytics and talent management initiatives
and ensure data-driven people decisions within business units.
- Prepares and/or directs the preparation of reports for senior
management, SFPUC Executive Team, and the SFPUC Board of
Commissions outlining findings and presenting recommendations to
address complex, long-term talent management/workforce
planning/organizational development needs. This includes advising
SFPUC executives, managers and other diverse audiences on workforce
trends and recommendations, especially through effective and
engaging presentations.
- Directs the strategy for people data assets and the successful
implementation of data requests, data sharing, data privacy
requirements workflows and processes. This includes collaborating
with the HR Technology team in establishing strategies for
continuous improvement of workforce analytics dashboards and
standard operating procedures (SOP's).
- Develops and establishes firm data governance standards for new
and existing data elements; working with SFPUC executives and
managers to establish appropriate organizational change processes
and identify data quality metrics to measure performance over
time.
- Implements, monitors, and reports on web-based dashboards to
provide regular updates to management on historic and forecast
trends, monitoring of performance against targets, and
demographics.
- Establishes performance measures for SFPUC talent management
programs and initiatives to continually assess progress and
effectiveness, as well as to develop and adjust workforce analytics
strategy and direction.
- Participates in budget development by providing detailed
justification, including data-driven insights and findings to
develop persuasive arguments for proposals or initiatives.
- The People Analytics & Governance Manager performs other
related duties as required.QualificationsPossession of a
baccalaureate degree from an accredited college or university, and
five (5) years full-time equivalent experience performing
professional-level analytical work. Qualifying professional-level
analytical work includes analysis, development, administration, and
reporting in major programs and functions of an organization in the
areas of budgets, contracts, grants, policy, or other functional
areas related to the duties of positions in the 182X Class
series.Substitution:Possession of a graduate degree (Master's
degree or higher) from an accredited college or university with
major coursework in specialized subject matter areas such as public
or business administration, management, business law, contract law,
public policy, urban studies, economics, statistical analysis,
finance, accounting or other fields of study closely related to the
essential functions of positions in the Class series may be
substituted for one (1) year of required experience.Additional
experience as described above may be substituted for the required
degree on a year-for-year basis (up to a maximum of 2 years).
Thirty (30) semester units or forty-five (45) quarter units equal
one year.Desirable Qualifications:The stated desirable
qualifications may be used to identify job finalists at the end of
the selection process when candidates are referred for hiring.
- Master's degree or higher in Industrial-Organizational
Psychology, Human Capital Management or Analytics, Applied Data
Analytics, Public Policy and Management, or other closely related
field (e.g., Industrial Psychology, Organizational Behavior,
Applied Social Psychology, Behavioral Psychology)
